I am neurologist from Soviet Union. Had experience with frontal lobes injuries, including ex-husband and his attorney who has FAS. We need PET scan of frontal lobes of brain and whole brain in order to evaluate functioning of brain and presence of ability to predict future of consequences of their own actions (is important in order to avoid nuclear war and massacre), presence or absence of consideration, love for others, shame, morality etc., and preclude hidden criminals, pathological liers from even even entering politics.

Then IQ tests, lie detector and licensing presidential exams. And mandatory annual PET scans of frontal lobes for every public official, judge, lawyer etc.--for everyone who is holding lifes of people in their hands. Problem people will be immediately provided with honorable yearly retirement, mansion with water front, yachts, planes, women, drugs, alcohol etc. Even if we would should pay billions, it still will be cheaper that constant wars that costs us trillions of dollars and kill normal people right and left.
